Tajani described the pact signed on November 7 between Prime Minister Giorgia Meloni; and his Albanian counterpart Edi Rama as an important building block in the government’s global strategy, in a “context of growing instability that brings with it the risk of increasing migration flows and the despicable market of human traffickers”.
On November 15, the Italian Association for Legal Studies on Immigration (ASGI) stressed that this Italian-Albanian agreement on immigration cooperation must be ratified by Parliament, in accordance with the provisions of the Constitution.
In a statement, the ASGI questioned the reasoning of the Italian Government regarding this latest Memorandum of Understanding, which considers it exempt from the need for legislation authorizing its ratification, since it was contained in a previous Treaty of Friendship and Cooperation with the Italian government anchored republic. from Albania.
This pact provides for the processing of asylum applications from migrants rescued by Italian ships in the Mediterranean in two centers in northern Albania.
The structures would be built, financed and operated by Italy under its jurisdiction and would be completely closed and guarded by the Italian authorities and also by the Albanian police abroad.
They will be able to accommodate up to three thousand people at a time, a maximum of 36,000 over the course of a year, and if the people’s request is decided and rejected, Italy will retain full responsibility for a possible extradition.
The leader of the opposition Democratic Party, Elly Schlein, stated that this pact “seems to be a blatant violation of the norms of international and European law” and pointed to the need to carefully examine its protocol.
