Philadelphia animal cruelty: 2 wanted by Pennsylvania SPCA after dogs attacked neighborhood cat in Frankford

PHILADELPHIA (WPVI) — The Pennsylvania SPCA is asking for help after a heinous attack by two dogs on a family cat in Philadelphia was caught on camera.

The incident happened on Granite Street in the Frankford Borough on Tuesday morning.

A person in the video can be heard encouraging the dogs and saying “good boy” as the vicious attack continues.

“A sound can be heard on the video indicating they are encouraging the dogs. This goes on until a resident of a property comes out and sees what’s happening and everyone is trying to pull the dogs away from the cat,” said Nicole Wilson, the PSPCA’s director of humane law enforcement.

The Pennsylvania SPCA says the six- or seven-year-old cat suffered serious internal injuries. He currently has a 50% chance of survival.

On Wednesday, the organization said Buddy was sent to a veterinarian in the emergency room for close monitoring. His condition remains extremely critical. “We are (very) cautiously optimistic,” the SPCA said.

Authorities say the suspects face felony charges as Pennsylvania’s animal laws have been tightened over the past seven years.

“After the passage of Libre’s Law, crimes like this are crimes. Whenever you put another animal on top of an animal — that’s animal combat,” Wilson said.

Libre’s Law was named after a emaciated Boston Terrier puppy who was found on a Lancaster County farm but rescued and given a chance at life.
