At the venue of the event, Misael Rodríguez Llanes, Secretary General of the National Union of Construction Workers (SNTC) representing Cuba, reported that they analyzed the labor situation in the region, the unions in Colombia and Brazil and the reaffirmation of the class role of the Confederation, among others .

Lucía Costa Maia, President of Flemacon, pointed out that the Congress made it possible to unify criteria in order to strengthen unity and push forward the struggles to defend the rights of workers in the region and of the working class around the world.

He added that this association, founded in 1970, is holding the event at a historic time when it is important to address solidarity and humanism.

Assessments made included the global economic crisis, exacerbated by the COVID-19 pandemic; the environmental impacts that have caused climate change, which can drastically affect life on the planet, as well as genocides, wars and imperialist attacks on the sovereignty of peoples.

The leaders of the construction unions of Latin America and the Caribbean have met at a time when it is necessary to join forces to confront and defeat the Nazi-fascist far right, which has reemerged and is trying to reorganize and take the offensive in the attack to strengthen freedoms and democratic rights, intensification of interventionism, interference and threats of coups, aggression against sovereign states, denial of international law, the UN and its charter, multilateralism and diplomacy, in the heightening of tensions and in the preparation and outbreak of conflicts .
