The Brazilian Congress opens the legislative work

According to the Senate administration, representatives of the executive and the judiciary must also take part in the plenary session in addition to the parliamentarians. The Inaugural Conclave of Labor takes place every year.

After the opening of the legislature, Congress President Rodrigo Pacheco (re-elected the previous day as Senate President) will announce the reading of a message from President Luiz Inácio Lula da Silva.

The text must address the issues and projects that the Planalto Palace, seat of executive power, considers to be priorities for the period beginning.

The note will be delivered by the Prime Minister of the Civil House, Rui Costa, and read out in the plenary session by the First Secretary of the Congress table (name to be defined this Thursday).

The senatorial information medium assures that there have been cases in which the head of state personally read the content to the legislature.

The above happened, for example, in 1990 with José Sarney and in 2003 during Lula’s first term.

Although the joint regulation does not formally provide for this, the judiciary also sends a message when the constitutive tasks are opened.

In some cases, the document is handed over only by the President of the Federal Court of Justice to the helmsman of Congress.

This is what happened with Minister Cármem Lúcia in 2018. However, there were situations where the head of justice read the text in plenary, as happened with Minister Luiz Fux in 2021.

The ordinary legislature is the period of regular activity of Congress each year.

Each is divided into two periods: the first is from February 2nd to July 17th and the second from August 1st to December 22nd.

Also on the same day, meetings of the Senate and Chamber of Deputies will be held to elect the new table, composed of a president, two vice-presidents and four secretaries with their respective deputies.

The vote will take place after the senators and representatives elected in October have taken office, according to procedures outlined in each assembly’s internal regulations.
