Last Thursday, the Ministry of Education, Vocational Training and Sport approved the regulation that will regulate the electoral processes of Spanish sports associations. The final text will be published in the State Gazette this Saturday. This was the expected step so that the administrative commission of the Royal Spanish Football Federation, chaired by Pedro Rocha, can begin the electoral process to elect a new president of Spanish football.
After receiving the report of the Administrative Court of Sport, the approved text amends the articles of the previous regulation of 2015. The above report has stopped the intention of the Higher Sports Council (CSD) to ex officio eliminate members of the association at the meetings Presidents of the autonomous federations. This was one of the key points of the draft regulation prepared under the presidency of Víctor Francos to put an end to the clientelistic system that overrides the administration of associations. The 1991 Royal Decree on Associations and the new Sports Law of 2022 prevent this step. Those who cease to be ex officio members are the delegates of the Spanish Federation in the Autonomous Communities where there is no Autonomous Federation, as well as the people or organizations who, by virtue of their merits, their career or their sporting prestige, have acquired the status of former had -official member.
Equality between men and women
While EL PAÍS progressed, the new regulation aligns the proportionality of the composition of the general assemblies with Organic Law 3/2007 for the effective equality of men and women. In this way, an increase in the representation of women in the general assemblies is promoted with the aim of achieving a greater representation of women in the ranks of athletes, coaches and referees. Likewise, the current existence of two professional leagues, a men's and a women's league, in the same association is considered.
The regulation also promotes the participation of people with disabilities and makes inclusion one of its main concerns.

Democratization and good governance are also promoted by expressly preventing candidates for the General Assembly and the Presidency of Spanish Sports Federations from being candidates for incapacity, incompatibility or ineligibility, or who have been convicted by a final judgment of the disciplinary bodies of a country or international associations or by national or international sports courts.
In addition, in order to maintain the transparency of the electoral process, the new regulation guarantees that voting is equal, free, direct and secret, establishes the obligation to prove identity in postal votes and highlights additional obligations to disseminate the electoral process throughout all social networks and web environments of the Sports Association to reach the youngest voting members.
Following the adoption of the regulation, Spanish sports associations will have to draw up their own regulations as a preliminary step to calling elections.
