MEPs approved the artificial intelligence (AI) regulation in a vote on Wednesday. This regulation represents a significant milestone as it first series of laws enacted to regulate this new technology.
The rules were developed with security, privacy and transparency in mind.

The rules take a riskbased approach and impose obligations on both providers and users of AI systems depending on the level of risk. This means that systems that pose a higher risk will be banned. For example, the use of AI to classify people based on their social behavior or personal characteristics is prohibited.

This practice was already banned in this context, but MEPs decided to include other issues, such as the use of remote, realtime and public biometric identification systems, which are considered “intrusive and discriminatory”.
The discussion on AI regulation started in the EU institutions in 2021, when the European Commission presented a proposal to regulate AI systems, with a focus on democratic values and the centrality of the human being. After the vote in the European Parliament, negotiations with the Council to finalize the law are now pending.
Concerns about the use of AI
However, there are concerns that generative AI could contribute to the spread of misinformation and bias, especially during election periods. There is therefore a need to step up the fight against this problem, especially since in some Member States voters aged 16 will be voting for the first time in these elections.
The set of rules set for AI is considered to be strict and comprehensive. The regulation requires providers of AI systems to be transparent about the data sets used for the training, the functioning of the systems and the accuracy of the content used in the training.

In addition, regulators will have the power to force applications to be withdrawn from the market or to impose fines of up to 7% of sales, depending on the severity of the violations.
These rules were developed keeping in mind the rapid advances in generative AI, as exemplified by the ChatGPT developed by OpenAI. During the press conference, the rapporteur mentioned the need for greater transparency and documentation of the algorithms used by systems like ChatGPT.
