The total number of Ukrainian Defense Forces is currently about 1.1 million people, and a recruitment campaign cannot cover these quantities, so Ukraine cannot do without mobilization. This was emphasized by Kyrylo Budanov, head of the Ukrainian military intelligence service (GUR), as Ukrinform reported. “The current composition of the Ukrainian Defense Forces is about one million one hundred thousand units,” Budanov reports, explaining that he cannot give exact figures for security reasons. In his opinion, “no recruitment campaign can cover such volumes” and “only mobilization can achieve this.” For this reason, according to the head of the Gur, “it is necessary to reject even the idea that it is possible to get away from mobilization to distance myself.” According to the head of the Ukrainian channel 007, the main problem is motivation: “The question arises: all the people who wanted to come came. Who is being called now? Unfortunately there won't be a good answer. If we do not find a motivation for them, then their effectiveness will be almost zero, no matter how many people we force into the army – by force, not by force or according to some legal norms. In principle, this is what has happened recently, and this also needs to be openly acknowledged,” Budanov said. People are currently recruiting for the number one Gur primarily because “the defense forces pay well”, the “motivation factor is certainly not the first” that pushes them into the army. Budanov admits that he doesn't know why this is, “it's a complex problem”, but he also believes that “a proper social dialogue is needed”.
